In this connection I would invite your attention to the reply of His Majesty's Government to

the Questionnaire circulated by the International Labour Office at Geneva regarding "the minimum requirement of professional capacity on the part of masters, navigating officers and engineer officers on merchant ships" printed at Geneva in 1931 as Report IV

of the International Labour Conference, and in

particular to the statement that "His Majesty's

Government think it unnecessary and undesirable to require that fully certificated officers should

invariably be in charge of a watch on deck or the engine room on all vessels without exception". prz
